It hadn't been completely annihilated only because the Mandate Pantheon lacked the troops and manpower to occupy those regions.
The Moroga Empire, which had dominated the Dark World corresponding to Australia for over ten thousand years, was destroyed even earlier than the Black Demon Empire, swept away by the armed forces of numerous enterprises and interest groups under the Mandate Pantheon.
Although it was still those enterprises and families pioneering the Dark World, their combat power was now vastly different.

"I must mention that the funds for their purchase of Ash Stone likely come from the Church of Desire; they don't have such financial resources themselves."
Reinhard continued. "Our enemies have united once again, and they are even more fearsome."
The Church of Desire—a new force in the Bright World. Not only did it possess immense wealth, but its members were spread across all levels of society, including many high-ranking military and political officials from various countries. "Exactly, I'm here to trouble you all."

Estandin spread his hands helplessly. "As you can see, our research has hit a dead end. I haven't found the right direction yet."
Chiron defended Estandin. "Your Majesty, Professor Estandin's achievements are already remarkable. The Lord of Excess wields a creation-level authority; He can change the laws at any time. If His contamination could be easily identified, then thousands of worlds in the cosmos would not have fallen into His clutches, and my original body and the numerous pantheon kings would not have failed to find a way to resist Him until now."
"The laws that Excess controls change every moment. I need to find patterns and those parts that cannot change, much like studying the genetic structure of viruses and bacteria."
Estandin smiled bitterly again. "So I've recently changed my research direction, focusing on reducing the cost of the magic array to make it popular among the populace. At least this can prevent His power from influencing society more deeply and ensure that the gods do not fall."
